Glow plug voltages work like this: If the outside temperature is below 50F (above 50 and you won't get any pre-glow prior to start), and from ignition on until 2 seconds voltage =12vdc=2200F (Plug temperature) Regardless of temperature and to lower the emissions after a start, from 2 seconds to 10 seconds = 10vdc = 1800F.
